ci: upload only each job's own artifacts

The runner keeps its workspace between jobs, so every job uploaded all of ci-artifacts, including lint's ~900 Doxygen HTML files, and hit the forge's upload rate limit. Doxygen now writes outside ci-artifacts, each E2E mode clears its directory, and each job uploads only its files.
