REQ-LFS-009: FastCDC chunker: deterministic, streaming, edit-localized boundaries

FastCDC chunker is deterministic (same input+config -> same boundaries), streams without holding the whole input in memory, produces chunk sizes within [min,max], and a single-byte edit in the middle of a large input leaves the majority of chunk boundaries (and thus chunk hashes) unchanged outside the edit region.
